« Monitoring Paquet Energie Propre 70% »
Le règlement européen de l’électricité, dans le cadre du Paquet Energie
Propre adopté en 2019, exige des GRT d’être en mesure de monitorer la capacité
du réseau devant être mis à disposition des échanges transfrontaliers en
introduisant une cible ambitieuse de 70%. Selon la recommandation de l’ACER
(Agency for the Cooperation of Energy Regulators), ce monitoring s’effectue,
sur chaque pas de temps, à la maille des éléments critiques de réseaux qui sont
fournis aux différents calculs de capacité pour les échanges aux frontières au
sein de l’Union Européenne.
Dans ce cadre, RTE et la CRE souhaitent mettre à disposition de tous, les
données de monitoring qui sont produites sur le sujet au niveau français.
SWE, Europe du Centre Ouest (CORE/CWE) et NIB sont les 3 régions de calcul
de capacité au sein de l’Union Européenne, auquel RTE participe (SWE pour la
frontière avec l’Espagne ; NIB pour Frontière avec l’Italie ; CWE
pour les frontières avec Allemagne et Belgique). Depuis le 9 juin 2022 CORE a remplacé la région CWE. On gardera donc le
terme CWE pour les données du 1er janvier 2022 au 8 juin 2022.

« Monitoring Clean Energy Package 70% »
The european electricity regulation introduces in
2019, a minimum threshold of 70% of the capacity to be made available for
cross-border trade. In the frame of this regulation, TSOs have to be able to
monitor this network capacity. According to ACER (Agency for the Cooperation of
Energy Regulators) recommendation, this monitoring takes place, on each
Timestamp, on the critical network element provided by TSOs to the capacity
calculation project at European Union level.
Within this framework, RTE and CRE (Commission de Regulation
de l’Energie) would like to share, in Opendata, the dataset produced on the
subject on French level.
